I'm not sure i understand. Does it take more muscle on the shifter to get the gear engaged? If so, clutch is probably no fully released. I once had a floor mat that crept up under the pedal and would keep the clutch pedal from reaching full release. On the other hand, if it is a release problem, I don't know why you would notice just on up shift and not when shifting into first or reverse from full stop.

jk, you stated this; "...when shifting into higher gear at low rpms..." Just how low are you meaning? Also; "... it hesitates and feel the car pause then goes into gear." It should be in the gear you've selected...
