Your S/C is controlled through the ECU and kicks in at around 2,000 rpm if there is no load on the engine and much lower if there is load - such as when you accelerate after a stop. I would say that the S/C in my 230 (manual transmission) is up in speed almost instantaneously.

How do you notice that yours is taking 2-3 secs to spool up? Are you driving a manual or auto?
