Widshield washer problem

Hi, how do I remove the windshield washer nozzles? I had one working and one not (presumably blocked). When I pulled the blocked one upwards the rubber hose came off and there's no room to get to it. And the nozzle only comes up a little way before it's held by a wire (what's the wire for? To stop fools like me pulling the nozzle out?). Do I have to take off the whole plastic cover between the hood and the windscreen? That looks a bit complicated just to clean out a nozzle.

Thanks.

The wire is a heater to stop it freezing up in those cold Ozzie winters (for those who don't know, no joke - It was often freezing when I used to go to Canberra in winter - and there are some excellent ski resorts at Perisher & Thredbo).
