iPad licence plates in California?

http://sanfrancisco.cbslocal.com/201...ups-concerned/

I love this part:

Three years ago, a proposal would have allowed Smart Plate to produce digital plates with advertisements to generate state revenue, but the measure failed.
Let's imagine a KIA advertising for Chevy

I have a couple concerns about this:
1 - It will display Amber alerts to other drivers. There is already enough tailgating we don't need to encourage people. A license plate sized Amber alert will not be readable without causing too much distraction/danger.
2 - If it is digital, it is hackable. So if I'm criminally minded, I can reprogram my plate to display a different set of numbers and letters while I'm driving too/from my intended crime scene.
3 - How will those red light cameras issue the ticket to me when the plate is choosing to display an Amber alert? I guess we will have to spend lots more tax dollars to upgrade our red light cameras to read the fastrack transponder built into the plate.
4 - How much of a drain will this be on the car's battery?
5 - Would I be able to hack my annoying neighbor/ex's plate to display messages that insult LEO and laugh at how many times they get arrested.

Just a few things to think about.

Duhmazing! At what point does technology become pointless? Spending gazillons of development dollars they don't have.......seems like a slam dunk for most state governments, especially California.
