I don't understand why de-NOx after treatment systems have not become compulsory on diesel cars. Can only be down to cost.

They don't need them to pass the current test limits, but clearly it's too easy to bust the NOx limits during normal driving. The problem with comparing car emissions with truck emissions is it really is a case of comparing apples with oranges. Different engine/after treatment technologies, different test techniques.
