Isaak Asimov made it simple with his robotics laws as early as 1942
A robot may not injure a human being or, through inaction, allow a human being to come to harm.
A robot must obey the orders it by human beings except where such orders would conflict with the First Law.
A robot must protect its own existence as long as such protection does not conflict with the First or Second Laws.
The ethical answer to the question is that the operator of the machine must have the opportunity to programm the machines reactions.
Therefore I personally think that every vehicle must have two modes.
Altruism mode - kill me
Protection mode - kill them.
And these should be packages that you could decide when you place a car order.
