They make these modules by sending messages to the COMAND from an unlocked DAS via the module, it records the message sequence and then replays it upon command.
As far as the car is concerned its being told via a DAS to switch off the TV lock, the dealers DAS will automatically re-activate it but you can then use the module again, obviously i wouldn't recommend connecting anything like that to the car's onboard computer but thats how it works anyways.
What they mean is the mod does not have a permanent physical presence in the car, you simply connect the module they send you to the OBDII port and the messages are sent to the COMAND you can then disconnect the module and the change remains in the COMAND coding until reset by a dealer.
This is in reference to other modules on the market that leave a module always connected to the CANBUS that blocks the speed signal to the COMAND.
