May I suggest that you post this query in the ask Dan (premium) section. I am not sure if it is the cabin filter or the fan itself that maybe causing the noise. One may be able to get a glimpse of the "fan blades" by removing the battery compartment cover and see if there's any obstruction or malalignment when the cabin fan is turned on. The fan blades can be observed in the compartment aft of the battery,through a rectanguar opening.
