Update...happy ending. After a thorough inspection of the ass'y it turns out the two "ball and sockets" were never properly mated after whatever event took place with the previous owner to cause it.
After reseating both pivoting points and making correct alignments, everything is secure and adjustable again.
I'm no longer overdriving my low beams and it only cost me the time to remove the ass'y to reinsert the ball joints.
PHEW! That's $300 bucks I don't have to spend.
