May i ask what you where expecting?
I think its clear I'm sorry to hear about a persons death its a tragic shame that a person of such a young age is lost to the world but the fact remains people bend rules when it will be of benefit to them i don't mean your average Joe I'm talking companies and in the case of laws governments.
Lines have to be set for everything, lets take speeding for instance since its been mentioned already if you have a speed limit of 60mph but you say if you are in an emergency you can break it how long before people start breaking the rule for whatever they class as an emergency.
You could have everything from my son has just cut his arm off to i forgot to feed my cat this morning, in a perfect world the first person should be given the green light and the second busted but this is not a perfect world and you can't make exceptions for one and not the other.
