Default Chrome lips Wheels

I was just washing my car today after maybe a month b/c it was raining and snowing constantly this month. So I was doing the same thing, washed the car, wheels, the wheels were dirtier than normal + spots on them, so I left them somewhat dirty then dried them and start getting my metal polish to rub my rims. But as I was rubbing those lips (not visible spots) and inner wall (visible black spots), the spots aren't going away! I was like no matter how many times i rub them... those spots weren't going away! omg, just cause i got lazy, now my rims are ruined... I was just washing it 8am in the morning today (last minute b/c i had a flight at 2 today)... I am afraid that those spots will stay, and I am gonna be away for 3 weeks!... Does anyone know how may I use to try getting rid of those dirty spots? and I should do it asap right? or it might eat up my chrome even more?
Thanks
